I removed the harmonic balancer in my attempts to remove the oil pan and so some general overhauling of the motor. Question is the seals on the harmonic balancer are in pretty bad shape, can they be replaced? Would there really be a problem with not replacing them? Do you need a whole new balancer just to get them?

I guess you mean the rubber part sandwiched in between the metal parts?
That -is- the balancer, it's all one part. :)
Most guys run 'em 'til they slip.
On the FE forum right now a guy's rebuilding his engine because his slipped and
he didn't know it and re-adjusted his ignition timing and burned a hole in one of
his pistons (or something like that).
Here's a picture of the seal on the balancer that I'm talking about,

I can't tell by the picture, but guessing you are pointing at the balancer itself?
The "seal" is in the timing chain cover.
The rubber "vibration damping material" is inside the balancer.
No you can't replace the rubber on the balancer. You can replace the seal in the timing cover that the crank sticks out of. If your balancer is ruff where it meet the seal (the outside if the shaft that goes into the timing cover) you can get a speedy sleave to slide over it. Most balancers this age that I have seen will look like that.

If you cant find a new balancer there is a guy that can rebuild your old one. I just had mine rebuilt and the guy is quick and does a great job. Harmonic Balancer 1
