EGR thingy
Do I really need the heater thing that goes between the EGR and intake manifold? It gets water from the water crossover at the back of the heads and comes to intake at the thermostat. I have the motor at the machine shop and don't know if I should re-install it. I'm in CA so my computer and emissions have to be perfect.

Install it back just like it was.
Half-functioning emissions equipment will cause you trouble with performance and smog checks.
Be sure your evap system gets hooked up correctly also, as that is a test item now as well. (unless you have dual tanks, IIRC)

You are correct, They can't test evap emissions on dual tanks. Yet....
as for the water thingmy. I haven't seen it before. But if this is a California vehicle, put it back EXACTLY as it was when it was new. They will fail you for the most silly crap.
Defective gas caps, too much O2 in the exaust etc... etc...
