Plastic box rail cap question?

Plastic box rail cap question?
Are the plastic box rail caps on the 2009's held on with two sided tape. I can see plastic clips on the underside of the box but one of my clips is not engaged to the hole and the box rail cap seems to be held on tight anyway. Hope this is nothing to worry about. Any help is appritiated.
