Specs for what parameters? If the engine is stock, it will have about 8.4:1 compression ratio.

MBDiagMan is right, that should be your cr, besides that, I asume the specs on the bottom of your post are from the engine you bought, so, with those specs you shoulb be having around 220hp and maybe 390lbs of torque, you should consider getting some headers and an aftermarket rv cam with a straight up timming chain, which are not that expensive. Having done that you would bump your engine around to 300 hp and 430 lbs of torque...

according to my books the 400 in 1974 had 170 hp @ 3400rpm and 330 lb/ft @2000rpm
1975-78 158 hp @ 4000rpm and 276 lb/ft @2000rpm
SAE Net. Just for comparaison

the 351c 1971 240 hp @4600rpm(2v) and 350 lb/ft @2600. When they change the calculation for SAE Net in 1972 the 351c 1972 is 177hp @4000(2v) and 284 lb/ft @2000 rpm

the compression for the 400 is 8.0:1 except in 1972 is 9.0:1
