Do headers make the exhaust louder?
I'm thinking about some shorty headers. Do they make the exhaust any louder? Being free flowing and all.

Yes they will, depending on the gauge. The sound actually comes right through the wall of the tubing. It is much more pronounced when running a performance cam, the ringing and resonance will get old after awhile IMHO but some people like that.

I'm thinking that it depends on the header. Yes, some definately make the sound louder, but I think others make the sound more distinct, or refined, or even change the tone all together, like going long tube rather than shorties. But your question was about shorties, so forget the last part. I think it might have to do with the construction of the shorty too, equal or unequal length, ceramic coated or chrome, etc. etc.
