Engine Block Heater Cord

Has anybody ever replaced just the male end of the engine block heater cord. This is the plug end that comes out the front at the bumper.Seems I have a Canadian made cord. The only wire that is insulated is a green 16 guage with two bare 16 guage twisted copper wires on both sides. The bare wires appear to be "molded" in the cable package with the green in the middle. I am assuming the green is ground and the two bare copper wires are the Hot and Common. Doesn't make any sense to me that the Hot wire and Common would be bare?Appreciate any comments/thoughts

That is normal for a flat 3 wire cord. Others have replaced the male end of the cord and some have even used a flanged inlet on it.

i just replaced my plug end last week and mine was the same way, green and two black, "and i live in the U.S.":

I dont know if this will be the same as other cord but the neutral plug (the wider spade) would get the wire that has ribs on the outside coating. Too late and cold to go look at the moment.
