Why would you have to buy new headers? I would get some alminum 185s afr or some twisted wedge trick flows. Same exhaust port location(TFS High Ports, they have different patterns). Nice weight drop up front, and much more efficent.

You'll have to define "good performing heads". What are you goals? What year is the motor you are working on?

if you get heads you should get headers and i second the afr heads they are great performing heads. i wouldn't bother doing anything to iron heads unless you port them yourself and even if you do you'll probably spend $50 on carbide bits. the only reason i ported mine is because they were off and i didn't have money for AFRs or trick flows, it'll probably be around $500 to have someone do a nice port job on iron heads and put new springs/retainers in them so your better off doing it yourself for $50 just be carefull on the exhaust humps because there is water under them

The heads on your 351W aren't that bad for your intended use. I have a 351W stroked to 393 with "stock" heads. I say "stock", but they have larger valves 1.90 intake/1.54 exhaust and some bowl work. My 393 puts out over 300 ft./lbs. at the rear wheels at 2250 rpms. I think if you take your heads to a machine shop and get the heads machined to accept some larger valves and have some bowl/port work done, they would suit your needs fairly well. There are some aftermarket heads in cast iron (cost effective) and aluminium that would allow for your headers to be installed (stock location).

Heads and headers will move the power band up the rpm range and he's said he wants it in the lower band. I'm not sure what to offer except to go back to stock manifolds.

not sure about the heads, but after I installed long tube headers on my truck,i noticed more power in all rpm ranges, especially down low.

There's no real point to upgrading the heads without changing the intake as well, and combined this will be beyond what the stock conmputer and fuel system can handle. Upgrade the cam and exhaust instead, longtubes and one of the Crane XE grinds like the one in my sig will produce great power increases over stock, no other changes necessary. I was very happy with this combo in my otherwise stock 5.8 motor, here's a graphic representation of what you can expect..
