'99 F150 front brake problems - TX

'99 F150 front brake problems - TX
I have recently had front and rear brakes re-done. The original problem was the left front brake locking up when cold and improving during the day. The problem has not improved.
I've had two mechanics look at it and have been told it might be the proportioning valve or master cylinder.
Any ideas?
