I belive the bowl should fill up. The pins will cuase it to not run at all or run really bad.

I have never seen a case where burnt pins caused it not to start (run really rough yes, but it would start) all of the pins (all four plugs on both heads) would have to be burnt really really bad to cause a not start situation. (pins are located on the inboard side "valley" bottom of the valve cover in the valve cover gaskets inside of the black plastic electrical connectors, two connectors per valve cover)

If the fuel pump is working and fuel is getting to the pump, yes the fuel bowl will fill up.

First make sure that your batteries are fully charged (and hooked to a charger while trying to start).

Now check all of the simple stuff.
Check all of your under hood fuses (espcially fuse #9 & #22) (#9 powers the IDM (Injector Driver Module) #22 powers the PCM). If #22 is blown, unplug your fuel heater (left side of the fuel filter housing).
Check the Timmerman nut (thin sheet metal nut) on the rear of the IPR (Injector Pressure Regulator) and the connection (two wire) on the IPR.

Questions:

1. Does the tach move when you are cranking the engine over? If not you need to replace the CPS.

2. Do you have fuel in the fuel filter? (remove lid and check for fuel). No fuel either bad pump, clogged fuel lines, empty tank selected, low fuel in tank selected and the pickup foot has come off. Check for fuel flow in lines from tank up to pump and pump output.

3. Do you have fuel pressure while cranking? (only if you have fuel in fuel filter housing) Check the fuel pressure at the Schrader valve on the left side of the FPR (Fuel Pressure Regulator) while someone is cranking the engine. (you can use a tire gauge for this but it will be messy and probably ruin the tire gauge).

Let us know what you find.

What's the temp where your at? Really cold? If so, make sure you check for clogged (gelled) fuel lines before throwing money into a pump that you may not need. (i.e. if the fuel ines are clogged a new pump stilll will not pump any fuel).

Always remember to check the easy stuff first, it usually saves you alot of money and headaches.
