2000 excursion cruise gremlin

My 7.3 excursion has a strange cruise problem. It works fine at low speeds, but if you set it at say 80MPH it begins to shake like crazy and struggles to maintain speed. I thought the fuel filter was to blame, but if you drive with your foot it runs fine and still accelerates hard even at that speed "runs right up to 90+". Any ideas? No codes.

01 excursions had recalls on the cruise control

I see brake sendors on gas models, but mines diesel.
