Headlights

As I'm driving down the road,My headlights will go bright and dim a little,back and forth.Would this a voltage reg. problem or alternator problem or battery?
It gets on my nerves.

Usually a voltage regulator grounding problem. Run a ground wire from under one of the mounting bolts to the neg of the battery and see if that fixes it.
