Well i think there was something on www.indestructibles.com for rebuilding membrane switches for game consoles which should be a similar repair. Otherwise I think you're right. You can pull it & check it with a test light or a meter though to be sure.
On my 94 Taurus I removed the switch panel, disassembled all of the switches (they just snapped together), cleaned the contacts with 600 grit paper, sprayed the contacts off with CRC QD non residual electrical contact cleaner spray.
Then went an extra step & applied a very light coating of Conduct-O-Lube, which is a silver loaded conductive lubricant used in the commerial electrical industry, to lower electrical contact resistance in power controls.
Been about three months now & all are working normally, but who knows how long it'll last.
The door locks now work with gusto they never had & the windows run up & down with new found speed!!!! lol
So if you like to tinker & repair things, give it a try, otherwise just replace the switches, as the contacts are likely oxidized from all the arcing & sparking of use & Fords using inexpensive non silver contact material.
