Tried several types, including the kit that you sand first, the apply a coating. All helped some, none was worth the effort on the pre 02's. Just my .02cent
That's pretty much what the 99-01 headlights are going to look like Pete. You can upgrade to newer headlights if you want a better look. Here's pics of my wife's 01 with my 02 headlights on it. (we also painted the grill a chrome color)

Several folks have been updating lately. I am, but have several are in line for my 02's now. Should be cheap for used ones. Look on the sites classified, may be some there, and no, mine are not there.

Don't forget the wrecking yards. Barry had a good idea about the classifieds here. Go ahead and post a wanted ad down there. Maybe someone who has upgraded to the 05 lights will let there 02 lights go cheap. I can make you a heck of a deal on some 02 headlights, but they look exactly like the ones you have now.
We don't have any wrecking yards around here that would have un-cracked headlights. I guess I'm stuck gettin em at the stealership because I don't really trust Ebay all that much.
Check TYC out. I put a set of their mustang lights in mine and have no problems. They are really good quality aftermarkets. Im thinking about getting a set myself. Only hard thing is finding a dealer near you! Their inquiry deal thing isnt working!
I believe what is clouded up is the clear coat. You can take 2000 grit sand paper and wet sand them and it will take the clear coat off and then you need to buff them with plastic polish. I've done this for my girlfriends intrepid lights and it last for a while. You just need to apply the polish every once and a while to keep a coating on them.
