You know, you are right, you should go to ground first, see if/what the voltage drop is, then check accorss the terminals to help find the cause.

The main advantage I see is going to a known ground assures that you have no feed back or bad ground and getting a true voltage reading. The relay is grounding through the glowplugs when checking across the mail lugs. The glowplugs all have resistance which could affect the voltage readings. Just my thinking.

Thanks for all of the responses. I checked the glow plugs and 6 of 8 were out. I replaced all 8 and now it is starting fine. I love this forum and the willingness of all to help. If I wasn't in a hurry to fix I would have taken photos. A photo tutorial on how to replace would have been handy.

No wonder it wouldn't start.
