i know this may sound like a dumb question but why does the throttle body say on the sticker that you cant change the idle rpm by turning the screw in the tb?i saw the sticker and didnt know what to think

Because it would upset the Idle Air Control valve (IAC).
You can read up on it at fordfuelinjection.com

The computer controls the idle through the IAC. If you go monkeying with the idle screw it throws the TPS voltage off and the computer will THINK that throttle is opened part way (Well it really is...) and then it can cause all sorts of problems. 650 to 700 rpms is NORMAL idle for an engine. Should be arond 1100 cold, and 650 to 700 hot.
