4r100 lockup info

well im reading on here about the lockup. and how when you step on the brake the t.c. is supposed to unlock. well mine doesnt react like that. itll "chug" going down a grade even with foot on the brake. what could cause this? doesnt matter what speed. any ideas??

Your brake light switch could be bad. Do your brake lights work?
