3.) ENGINE STARTS BUT HAS A P1211 CODE
IPR% higher than expected (see chart on page #2). Stall shortly after cold start may also be a symptom.
Prior to diagnosing a vehicle with a P1211, fuel pressure should be verified.
How do I check fuel pressure and where do I get those block off plugs?

These are bad symptoms. I would pull my chip for starters to take that out of the loop. Not saying that is the problem, but it is now eliminated from diagnosis.
If you are wanting to check the ICP to the heads using the aforementioned plugs, I say skip that until you've exhausted the other checks. Get a cheap 0-100 fuel pressure gauge and length of fuel rated hose, a few fittings, and hook it up to the plug in the fuel bowl or one of the plugs on the fuel rail on the head.
That is a decent link that has pictures describing what is in the shop manual. You'll note how they keep mentioning proper clean oil. Thick old crap is causing a lot of headaches now, and in the past hence the article you found. What is the condition of your oil? I have decided to go synthetic since my injector swap about a year ago. I couldn't be happier.
Sounds like your ipr valve. Checking your fuel pressure would be a good start. I would also disconnect you ICP sensor to see if that make a difference. Look here: PowerStroke Diagnosis
Changed the oil today with 5w40 Rotella synthetic and still got the code on the first startup. Truck starts and dies every morning when it's cold.
What kind of oil were you running before and how old was it? Did you suck out the HPOP when you changed the oil? How long does it run before dying and how long has this been going on. Oh, and does plugging it in affect anything?

I was running 5w40 Mobil1 with 8K miles on it.
No I didn't suck it out, I figured 15 qts mixed with that little bit of old oil in the reservoir would be ok.
It starts and runs 5 seconds or so and quits
I've never plugged it in because the cord was cut off when I got it, but I wired in a new plug last night so I'll plug it in tonight and see what it does in the morning.
