Horn missing?

Horn missing?
Hi gang. I have a 99 F350 Dually and I cant seem to fint the horn 
. The horn has not been working since I got the truck. So I was going to see if all the connections were good. I can't seem to find the horn
. According to the Ford dealer it should be under the right front headlight, but I cant find it there. Maybe the previous owner had it removed?? Am I looking in the right place??

The horns are under the passenger side fender. You have to remove the plastic fender liner to access the horns. Mine quit working on my '01 shortly after I got it(used) and I had to pull the inner fender liner to get to them. It was just a corroded connection on mine. The liner was somewhat of a pain to pull.
