Sub C cell testing

Moving on to another project. My two Dewalt batteries have failed. They hold voltage for a short while, but can't run my tools for long or at full power. I have them a part and am separating the individual cells. Is there an easy to test to verify which cells are reuseable and which are trash? For now all I can figure is to look at them, and ones with corrosion are dead, clean can be reused.

I got it back together using batteries that looked decent. I have 1.2v showing on my 18v battery, so I have at least one cell connected correctly, They are all in series, and I show voltage so it should work. However, the charger will not come on. I am going to give it the morning to cool and try again.

I guess I will have to break down any buy 28 sub C cells with the tabs on them if it doesn't charge.

Re-using the tabs was a bad idea, they never connected. I used 16ga wire and tinned it before soldering them to the batteries. I had just over 6v this time and the charger is on.
