Yes. They can also get a maintenance report that says what repairs have been done at Ford dealers, which were under warranty and which were done due to recalls.
Where you get into a gray area is on TSBs. A lot of service writers won't take the time to research the TSB files to see if a TSB applies to your vehicle and situation. This is why we have the Recall and TSB library on this site. They'll look at a TSB if you give it to them.

A OASIS report will show any open recalls as well as any recalls and warranty work that has already been completed. The link below will take you to the OASIS request thread...
