Question heater block cord question.

i bought a block heater cord online from a guy on ebay, when i got the cable in the mail today and opened the box, it has a note saying for temp below 32 deg plug in for 3-4hrs, and do not start engine until after 1 min after cord is unplugged from house hold outlet? is this correct? anyone have a opinion on this meaning, i;m baffled.

Maybe they don't want you to drive away with a plugged in cord like people drive away with gas nozzles in their fueling neck, who knows. I plug mine in for 4 hours if it goes to 10 or below. If I don't it will stumble for maybe 3 seconds but then clear up.
