Wipers only work on high

I replaced the switch yesterday & the wipers are still doing the same thing. Is there a relay I can replace or do I have to replace the wiper motor?

Yes there is a relay. It is somewhere on the passenger side of the dash behind the glove box. At least that is where it is on 92-96.

'87's likely the intermittent wiper governor.
It plugs between the switch and the harness.
These are a PITA to access, but they are up inside the dash above the fuse panel.
Some people have had luck re soldering the connections inside, but I didn't.

Search "wiper governor" and you'll come across many hits with this same symptom.

Good luck!

Just an FYI for anyone who may stumble on this thread.
I happened to find the box:

ONE
SW-2259
E9TZ-17C476-A
Governor Asy

So, there you go, the part number for these '87 era trucks.

Ok so I got off friday & tore into it. The box is called a governor switch. The local store don't have them the the dealership wants $135. I can't see paying that since I rarely drive my truck. I wonder if it will pass inspection if the wipers only work on high?

I don't know a thing about inspection in VA.
As I said above you can open it up and re-solder the connections inside.(no guarantee on how long that will last)
OR, you can go to the autoparts and get a 2 speed control switch, put that in your dash and connect it directly to the harness leaving out the governor.
