power loss

my 94 f450 is lacking serious power, top speed is 50 mph and it cant climb a hill for s%^* , it drinks diesel but dosent smoke, i carry 4k on the back of the truck,i checked the pressure at the fuel schrader at idle and have 60 psi,filter has been changed where can i look for a solution?

is the turbo spolling up?

dont know but now that i think about it i used to hear the turbo as i went through the gears i dont hear that anymore

i also noticed a considerable amount of blow by coming out of the dipstick and the engine is a factory rebuilt motor with about 80k on it
