Running rough when cold

I've got a 2000 Excursion with the V-10
It has developed a miss and runs rough when cold.
After about 10-20 minutes it seems to clear up and run fine.
Changed fuel filter, cleaned TB, new plugs, new air filter
and checked vacume lines but no luck.
Any ideas?

You have moisture trapped in the plug holes and the boots are leaking to ground when cold but it will dry out after warm up. I have the same problem but haven't replaced the boot yet.
