I tore down a 428 block and I`m pretty sure that there is a horizontal crack about 4 inch`s long just above the lifter holes on one of the cylinders.Is this repairable or is the block trashed.?

Well If I were you , I'd invest a couple bucks and take it to a reputable Machine Shop and have it magged to see how bad the crack really is..and to find out "IF" there are anymore stress cracks in it... JMO
I have repaired several blocks that were cracked with good results.
I repaired a 428 for a guy that had cracked completely across the lifter valley from one deck to the other. He had ran the engine with straight water and the truck sat during a hard freeze.
Anyway, I ground the cracks open and welded them back with Ni-Rod and then cleaned and reassembled the engine.
The engine worked great for 15 more years..(has recently been sold).
Ni-Rod works well for me with pre-heating but I now use Jupiter rod.
If you have a good welder give it a shot. It's not that hard.
