High Idle when warm

Hey all my truck does something very weird once it starts us ( cold ) the idle is right about 700rpm but once I start driving and traffic hits it will stay between 1200 to 1500, other than wasting more fuel, it also makes it harder to shift into gear, I have traced vacuum lines plugged them, right off the the intake and not much difference any ideas?

idle air control.

on throttle body.

try cleaning but it usually needs to be replaced.

Make sure your throttle is closing all the way. When the idle is high pop the hood and pull the throttle closed by hand and see if the idle speed goes down.
