When you tried to turn the engine with the breaker bar were the plugs still in it? That would make it difficult to turn. This sounds like a starter and/or battery issue to me too. Pull the starter, put it on the ground. Hook the jumper cables to the battery, then hook the BLACK clamp to the boss on the starter for the mounting bolt. Put a nut on the stud where the start wire goes and clamp the RED clamp to it. If it spins the starter is good. You said you wound up with creek water in the crankcase. It's possible that the oil pump pushed some of it into the bearings and they are full of crap now.
ahh i see thank you chop for a better picture and yes pfogle i did in fact pull the plugs beforehand ive eliminated the battery i havent found anything at fault with it, checked the grounds even re grounded some of them and replaced the solenoid ill try that starter check before the family comes over and repost.
hate to be the bearer of bad news but I would bet my years salary your rods look like this (especially if water was in the pan)
water doesn't compress very well, I take that back, it compressed a few rods pretty well. It would be easiest to find a 302, the 351 has a different egr set-up, you'll need a new exhaust system with the egr port on the passenger side (as well as the 351 having a taller deck height)

Ran into a guy two weeks later with a 94 and it still showed the signs of an engine fire.

Thanks guys....I can laugh about it now....It was my 4x4 and It was a tough one at that. As for the cops....they were Quebec cops....I can't explain it, they're just different. I will look for the footage..It is on my old Hi-8 tapes.
The weakest link in that truck was the weak Chevy 2.8 litre v-6 which was the better of the two engines in the 1 generation troopers. They did have a 2.8 turbo diesel i think, but don't remember for what years.
As was noted, you're getting a lot of good advice here, and I too think the starter must be tested, off the truck, if need be.

What does that mean? A battery can show almost full voltage, and still have very little charge--a VOM won't tell the whole story--you need a "load tester," or so I'm told--I don't have one or know how to use one. LOL
But I just want to suggest that you might want to swap in a "known-good" battery, to use during your troubleshooting. Batteries can have an internal short, due to a broken plate, corrosion, etc...and it would suck if you were going through all this for a bad battery.
Also, examine your battery cables very closely--I've see them look fine on the ends, but have corrosion running up under the insulation and/or have a poor connection to an otherwise-normal-looking battery cable clamp. (That is why guys have suggested you use good jumper cables to eliminate the truck's wiring harness, for troubleshooting purposes).
Once you get the battery/starter issues resolved, a compression test, as was suggested, will tell you much.
It is possable to test the battery with a VOM (volt ohm meter) but it's hard to explain and getting ahead of ourselves. We need to first see if we can get the motor turning over, that means first ascertaining if the starter is good.
My Truck Is Beast, it's time to bite the bullet and take out the starter and have it tested.

i took it to advance and they said it is good, if it matters its an optima red top almost brand new, and it has new cables and terminals.
