Bronco II A4LD vac modulator?

Bought a clean 86 BroncoII 4WD back in June and a week later had a clunk/slam I couldn't pinpoint when slowing to a stop. Changed alot of things; mounts,bushings,ujoints,etc but nothing fixed it and in Aug it just went away. Tranny shifted perfectly and downshifted as it should. Previous owner had A4LD rebuilt about 20,000 miles before I got it so I'm not sure of what my problem was. Now 3 months later the tranny shifts erratic. When cold it may or may not shift from 1-2 around 3500 rpm and up and down shifts are jerky. I parked it for 2 weeks and then this past Saturday I decided to check some things. I changed out the vaccuum hose from engine tee to tranny modulator; I couldn't find anything wrong with the hose I removed and it was dry. Test drove it for about 5 miles and tranny shifted perfectly; up and down. The next day drove it to work - shifted OK to work (15 miles) but coming home that evening shift problem came back. I'm going to replace the vaccuum modulator this weekend along with new filter/fluid. Has anyone had this problem with the A4LD and if so am I on the right track to repair or just wasting my time.

It could also be a sticking governor. I'd rate that as more likely than the modulator. Unfortunately I think the transfer case has to be removed to get to it. I know it does on the bigger trucks, I'm not certain on the Bronco II.
