Horn question; box under dash

The cruise control works GREAT! I use it all the time. You can feel the "boing" if you put your hand on the box when you press the horn. So if this is the "speed control" box, then why is the horn mixed up in it??

Make sure it's the speed control amp though. Like I said before, the Speed control amp has 12 wires coming out of it. the horn relay has only three.
