The PCM has a boost limit that will cause it to go into a defueling mode. If you put a chip or tuner on, it's pretty easy to hit that overboost point. What boost foolers do is prevent the MAP sensor from ever seeing too much boost, and thus preventing an overboost situation with the PCM. Depending on your PCM, it will defuel when it sees either 22 psi or 24 psi.

A vast majority of people on this forum recommend this: Overboost Annihilator

I have it and it works great. I can hit higher boost levels and the truck just keeps pulling strong.

It certainly won't hurt the truck, but stock progamming won't get you over 22 psi anyway so you will get no effect from it.
