Saving on gas
The article on this site of 70 ways to save gas is interesting but I don't understand one point...
#13 - Don't buy gas after it's delivered because it stirs up the water.
Surely water sinks in fuel and is therefore drained first from the tank? Gas isn't pumped from the top of the tank, it's drained from the bottom.

It stirs up any water or sediment. It draws from near the bottom of the tank, but not all of the way. It may catch water/crud that is settling back down after being stirred up from fuel being added.
