Fuel rail question.

Hi folks. On the fuel rail on my 4.9 there seems to be "some sort of damper", with a vacuum line going to it. what purpose does this serve? Is it actually a damper? I assume it has a diaphram inside, so how would I know if it went bad? Thanks

Is this what you're talking about? I don't know what this is, but I'm trying to find out as well.

Isn't the fuel pressure regulator on the front of the fuel rail, between the fuel lines and the rail? That piece has two vacuum lines and a computer pigtail, one of the vacuum lines goes to the two vacuum ports on top of the throttle body and I think the other one goes to the charcoal canister but I'm not positive because mine was never hooked up. I think that piece has something to do with emissions.
