If the clock spring is messed up will it make noise and make it hard to turn? I can hear a noise and it sounds like it is just under the airbag.I have changed the ball joints and front axle joints and it helped a lot but it is still harder than it should be.

 

A broken clock spring can give you the issues you describe.
