A loose UVCH will usually throw a P1316 and the CEL. Have you tried the buzz test when the engine is cold? Have you monitored ICP pressure and % while cranking? You might want to monitor ICP % (really IPR) to see what that does and how it changes when the engine warms up.

thanks what do you think about the throttle pedal not functioning until engine gets to operating temperature.
The 2 things that come to mind off the top of my head are either a bad TPS or a sticking IPR or o-rings leaking on the IPR(hence checking the ICP % on the scanner)
also even when its up to operating temperature there is little power until you drive it awhile. low power from 0 to 30 mph.when turbo kicks in there is lots of power and is smooth.if you run it hard for a few minutes the low end power comes back to life. hope i discribed that so you can understand its easyer for me to speak it than to type it.

I can't think of a single reason, but it's an electrical sensor, so it's out of my league. But pushing the pedal with no response either means the signal is not going out, or it's not being received at the other end of the wires. Maybe we should ask an electrician.

thanks for your help guys i hope you don't give up on me i can't afford shop fees right now and i am really stumped on this one.just a shot would injector popits or o-rings cause any of this.
Injector poppets will can perform poorly with cold engine oil (buzz test when cold), then start to sound better if you buzz test them a few more times. This is usually seen with high mileage injectors, or those that have had poor maintenance schedules on the oil changes. Injector o-rings usually cause some smoke. Do you have any smoke while this is going on? If so, what color?
Out of curiosity, if you remove the oil cap with the truck at idle, what kind of blowby do you see?
a steady wisp out of the filler cap and puffs of whiteish blue smoke when you hit the pedal and the engine flutters a little then puffs and clears up.does not smoke at idol.only smokes when you hit the pedal the engine will stumble and flutter a bit then clear. 170000 miles
