Add 'liquor-cycles' to your bicycles argument. With rising gas prices more of these idiots have been showing up on our roadways.

- Traffic laws are fully enforced and violations cited
- Is licensed
- Is registered
- Pays property tax / vehicle tax
- Carries insurance
- Pays gasoline taxes
- Pays 'tire' taxes
