There are certain tests, such as for cruise control, where you can diagnose without the use of a scan tool. However, pulling codes from the PCM requires the use of an OBD II scanner.
BTW: You can get that done for free at many auto parts stores, such as Advance Auto or, I believe, Autozone. I just went ahead a few days ago and bought an OBD II, an Actron 9185, on Ebay. You can get great deals. Mine was brand new and cost $130, compared to $230 or more elsewhere. If you go this route, keep checking and you'll find a steal.
advance doesn't do it, at least not in my area, but autozone does. get the codes and post them for more help. (watchout for the autozone guy and his advise, may or may not be any help, they can get the correct info off their computer system, if you get somebody who actually wants to help out)
Engine has a bad miss, at idle and driving. Hoped it was plugs, changed but no help. #2 may have been "wet" when I removed it. Thinking now, wires or coil pak.
Success. Used my timing light (have not used it in years), found that #2 was not being hit. Explained the wet plug. Moved wires around to prove they were good.

Never did have to pull codes.

sounds good, getting the codes first usually gets you results faster, but if you don't need em, why bother....
