on the bottom of the (wastegate?) on the left side of the turbo there is a sliding plate with a threaded coupler? swinging from it. i think there is a rod it should be connected to but for the moment it is covered in grease and grime so i won't be positive till i clean it. does this open and close the wastegate? and i apoligize if i am completely wrong about it. my first turbo and i am still very green.

and where is this red vaccuum line going to a wastegate canister? i read in another thread you can remove it and gain a few lbs of boost without hurting a stock motor.
The Exhaust Back Pressure Valve is designed to hold the exhaust gases in the engine and exhaust manifolds during cold weather to help warm the engine faster. They are known for causing problems from sticking shut causing drop in power and mileage, not to mention a strange sound from under the hood. Most people wire them open in order to eliminate the problem, or the possiblilty of the problem. The EBPV really makes little difference in how quick the engine warms up. Some wire them up and make an exhaust brake out of them. There are some posts on this site that can tell you how to do that.
