The wts light no longer comes on, and the gp's no longer function. apparently there are no fuses for the glow plug controller like I thought, and the owners manual says something about a "fusible link". I thought thats what a fuse was...... Is there something in the gp control box that could be messed up?
In 87 Ford switched to a glow plug controller that senses the resistance change in the glow plug circuit to time the glow cycle.
One burnt out glow plug will cause the glow cycle to get shorter.
Two or more will cause the glow cycle to be very short or not work at all.
The first test for glow plug problems on 87 and newer engines is check the glow plugs to make sure they are all good.
If you install Champion or Autolite glow plugs today, and the engine does not start tomorrow, check the glow plugs.
You probably have a couple burnt out.
Motorcraft/Beru ZD 9 is the glow plug of choice for the IDI engine.
So if the 'wait to start' light in the cab illuminates after turning the key to the run position....the light goes out with in reason....then turning the key to the start position without the engine starting, should this possibly be the controller or relay in need of replacement?
If the 'wait to start' light in the cab does not illuminate, with the same no start result, the probable cause could be one or two glow plugs causing the issue?
If the glow plugs are working correctly and the engine does not start, the problem is probably fuel related.
Irf the wait to start light comes on for 10 seconds, the system is most likely working correctly.

Whe you use a test light, you are just doing a continuity test.
That is a fast test that is easy to do.
The better test involves a decent ohm meter.
The resistance between the connector and threads on the glow plug should be between .5 ohms and one ohm with glow plugs at room temp.
got an update on this problem, the glow plugs started working the other day, i heard the click but the wts light still does not come on. I also noticed that the cold start up solenoid is not kicking in when the engine is cold after starting up. I think these problems are related somehow...
The wait to start light problem may be a blown bulb, not sure where it is on the newer trucks like your 92.
With the engine cold, if you remove the wire from the cold start solenoid does it have power when the key is ON?
This switch senses coolant temp to turn the timing advance and high idle on and off.
It is rather easy to pull the wire connector off of the terminals if you work on glow plugs or the alternator which will disable timing advance and cold start.
