Engine cover nuts turning free

Hi,
I'm trying to get familiar with the engine before I get to spark plugs, etc...
So while trying to get the engine appearance cover off I found the nuts are turning free..
Does anyone have any ideas on how I can get the nuts off? Looks like they're frozen to the bolt

One of mine were frozen to the stud. I was able to remove the nut & stud together. They remained attached to the plastic engine cover when I removed the cover. Not really a problem, just unexpected.
