My 79 does not have cruise, and there is no horn relay either. A 78 would be the same, if you don't have cruise.
In general, a good way to find a horn relay is to disconnect the wiring at the horn, and then push the horn pad and find where the click is coming from. This is a moot point if you don't have cruise.

i dont have cruise,i bought a grant steering wheel and install kit and to be able to blow the horn i pulled one wire up under the horn pieces but i hope i can get it working the way it supposed to be
