Does Cylinder Pressure = HP?

Please help me settle an argument!
Do all performance adding tuners, chip and programmers add cylinder pressure or can HP be added without increasing cylinder pressure? If so, how?

Cylinder pressures do increase with added fuel and changes in timing, which is what most chips and tuners do. It's physics. However, CP's can be controlled with good tuning. You can take a stock injectored truck, throw too much timing into it, and raise the CP's enough to break a rod. Then again, you can swap in some 230cc injectors, nail the timing just right, adjust the fuel pulsewidth, and keep the CP's in check so you don't destroy the engine. In the end, the extra fuel from the larger injectors will give you more HP than a stock injectored truck. So higher CP's don't always equal more power.
