Does it crank?
Sounds like the Power Relay is making and then dropping out.
Ignition switch maybe.

Make sure the computer ground wire (black with a green stripe) has a good ground at the ground post of the battery.
If good make sure the wiring under the power and fuel pump relays is good, this seems to be a problem with your year.
If OK check to see if the power relay is making clicking sounds with the key on.
If so you may have a bad Ignition switch or its plug my be burnt down by the floor board on the column.

Yes the power relay is under the hood on driver side.
I do not think I have ever heard of a distributor making a clicking sound with the engine not running.

Check for power at the ignition coil with a test light, the tach side should flash while cranking and the other side should have power on it at all times the key switch is on.
Also check to see if you have power at an injector, any injector, both sides should have power with engine not running.
