For what its worth if you look at the specs it says the lubrication system is 15 quarts. This would indicate to me oil cooler, filter, lines everything. When I do my first oil change I'm putting on a Fumoto valve. I will put in my 15 quarts run it and then let it sit. When I check my oil if its not at the max line where it is now I will just drain some out until I get it where it is now. I would expect the the system requires 15 quarts but I'll bet only 14 or so is required.
If the oil level is @ the full mark after being run and then let set as it shows now, You bet. Ford can look at my dip stick and figure out if they put the correct one in. Would be pretty hard to argue that the oil level is not correct when its reading on the stick correctly. I would be certain they would have issues when they pulled the stick and found it was well over the max mark.
I have this same problem with mine 19550 miles on it but with a twist. The dealer changed the oil, 3 times now and it showed overfull every time. Before the second change I asked the service writer what sequence they used, drain filter first, then pan etc. He said that was the sequence. So after the second change, and before I left the lot we both checked it and it was over. After checking the stick again we notice that if you turned the stick 180 degrees ( I know it's round) it was clean on the other side. No matter how many times it was wiped off and put back the oil was only on one side of the stick showing one quart over. I don't get it. It's a round stick. I would like to find one of the old flat ones the same length and check it.
I do not believe that how the TSB is indicating to check the oil for an overfull condition is for everyday use but is a way for the technician to determine if it is overfull primarily from fuel dilution in the oil. Read the entire TSB and draw your own conclussion.
I went through this when I bought my truck new over a year ago. Ford came out with a tsb if oil shows over full insert dip stick to the top of the yellow handle then if it is not over full it's okay. I laughed, what a game FIX AS FAILED.

I beleive it says 15 quarts for oil and filter change. I have had the same problem as OP on my truck. I sent in a oil sample to Blackstone to check for fuel dilution and they said that it was average at .05%. The last oil change I measured my oil I took out of the truck and it was 15 quarts exactly. I have been adding 15 quarts at oil changes and have not been having any problems although I beleive that either 15 quarts is a little to much or the dip stick is wrong.
This was also a problem with the 6.0. If you put in the stated 15 qts you are to top of the plastic end on the dip stick almost to the metal rod. In turn most swear the truck actually hold 14.5qts and they only use that amount. As long as it is above the min reading you should be ok. I honestly can't figure out how to read the dipstick on the 6.4. I have the same problem it shows full on one side of the dipstick and a little better then half on the opposite side. So i figure i split the difference and make sure it is above the min mark, which is what ford says, do not add until it is below the min level on the disptick. I have tried the short stick method and still have the level difference of either side.

Same deal here on the dipstick reading. I also had a 07 6.0 and I only used 13.5 to 14 quarts at oil changes but I beleive about a quart stayed in the high preassure oil pump on that truck.
The dipstick on this engine flat out sucks. I can only get a clear cut level on one side. The other side looks like oil splashed on it. The bottom has oil, the top has oil, but the middle is bare. How am I supposed to read that?

Have the same problem, once spent thirty minutes checking my oil at a campground trying to figure this out. The neighbors thought I was crazy.
Called my service guy finally and he told me that the dipstick enters the engine almost horizontal, so it is lying almost flat on top of the oil.
