On my 98 the way you set it to turn on on is with a rheostat on the panel with the switch. If it is the same as the 98 you will have the switch on the far left and then a adjustment for the dash lights and the farthest to the right is for the auto headlights. You turn them on and adjust how long they stay on by how far you rotate it.

My auto headlights have spoiled me after 8 years of driving the EXPY. Every time after I drive my wife's Honda at night I can't figure out why in the hell some weird chime is ringing like crazy. Then my wife rolls her eyes and says, "turn off the headlights."
You can modify the switch to have the fogs on with the auto lamp setting. It is not easy to do, IMO, but it can be done. I did it on my 00 EB. You just have to remember to push the switch in if you want the lights on when raining or something during the day. There is a thread on how to modify the switch. Dan
