No, evap monitor won't run with light on. Check your pcv hose on the back of the intake for a crack and check the maf and see if it's dirty.

MAF cleaning
How do you safely clean the MAF? Where is it located?

Sounds like a vacuum leak with those codes. Like ranger 88 says check hoses from pcv valve. it is pretty common for them to have cracks.

Evap not ready doesn't mean you have a evap code, it means you cleared the codes or disconnected the battery and the monitor is not ready to read yet. The evap system takes the longest to be "ready".

It will take even longer (as in NEVER) to run with the other codes present....
Those need to be fixed first.

Fixed
Found the problem you were right the hose from the intake plenum to the pcv valve was rotted. Codes po171 & po174 are cleared. Now i'm getting po102 MAF low voltage. what would cause that?

some say carb cleaner, others say electrical parts cleaner
disconnect the battery
remove the Maf from the inlet tube, and spray cleaner into the hole that you can see the wire sensors
short blasts and let dry for a few seconds between bursts
I usually hit the other holes a couple times also
reinstall the sensor and plug it back in...connect the battery again and start the truck
