Maybe they can see the difference between a grumpy old man and one that pretends to be.
Not all kids can see right through, though.

do you know why someone would dress as Santa, smelling of brew, knowing they will be exposing children to all that nastiness?

No. If their intent is strictly to be Santa Clause, without the alcohol/b.o. smell.
