Code 41 Troubles

1990 f150 XLT 4.9L I-6

So I've gotten rid of all other codes except for 41 (O2 sensor). I just forked over the $40 finally for a fuel pressure tester and here is the data:
KOEO 49-50 PSI
IDLE 47-48 PSI
WOT 55 PSI
Vaccuum hose removed from FPR 59-60 PSI

The Haynes manual says that the 4.9L I-6 should be between 50 and 60 PSI at IDLE. So now that I know this is the cause of the code 41, I would like to know the root of the problem. I have dual tanks. The test was only done on the rear tank but the truck will run on both the front one is just leaking. Should I get a new fuel pump? New FPR?

And another thing is there a fuel pump in each tank and a third up front by the engine or is there only two pumps, one in each tank?

I check back frequently so if you have any ?'s just ask and I'll probably get back to you within an hour 8\9\08

my code 41 was a bad o2 the p.o. welded it in and fried it. changed it and no more problems

i already changed the o2. I've read in mlutiple threads on this site that bad fuel pressure will set of a code 41 also
