i have turned it to change my oil i have turned it at least 100times its going no where or getn loose

It was tightened too much the last time it was installed, so now the threads are stripped out... You can try applying some downward pressure on it, such as attaching a pair of vice grips and turning it CCW while pulling down, and see if the threads grab...
Hopefully the threads on the bolt stripped out, and not the pan...
Metal threads floating around in your oil pan are obviously not a good thing. Hopefully your oil tube pickup screen will catch them because if they get into your motor it's probably hosed.
They sell self-tapping oil pan drain plugs. I would go that route and make DARN sure I got all the shavings out. I might even go as far as to remove the pan and do it out of the truck. Overkill, probably, but shavings are lethal to a motor.
