starter problem? maybe

I have a 1964 F-100. Just took a 302 out and put in a 351 Windsor. I now have a whining, very whining, starter. It is a reman because the Windsor was hooked to an automatic and now it's tied to a four speed. Fly wheel is new, for a V8. Are teeth numbers different on different Windsors or is a Windsor a Windsor regardless of the year? The motor change was a hired job. I have no tools to do that so I don't know much about the flywheel except it was new and for a V8.
The starter was just bought tonight and installed (I did that, I can do a few things although I really don't like to any more).
Anyway, can you tell me about the flywheel and the teeth numbers? Is there a chart somewhere that would tell me, from engine ID number, what year this motor is? I copied the number tonight before I put the starter on.

Curiously I had the same issue with a 1964 Fairlane. The previous owner had used the wrong starter, so the starter drive went too far toward the flywheel and scraped against it at every start. Eventually the drive came apart and little starter drive parts got spun around by the flywheel, jamming into the nice 5 bolt bellhousing and putting holes in it.
You can check if it's the wrong starter by examining the drive to see if it's been scraping the flywheel, and also by spacing it out from the bellhousing with washers to see if it temporarily fixes the problem.
I went to great lengths with the guy at the parts store so he would understand that there was a difference in AT and ST starters. I have to assume he gave me the correct one. I don't know what each one looks like side by side to know the difference in the two. Are there differences in different year flywheels on Windsors that would cause something like this? The flywheel is new also.

The starters are transmission specific. M/T's use one type, A/T's another.
The 164 tooth flywheel ring gear (C5AZ-6384-D) is the same 1969/72 & 1981/96.
1973/80 351W's were all A/T's
M/T flywheel specs used 1969/72: C6TZ-6375-C .. Flywheel / Marked C7TE-A / 164 teeth / (6) 5/16" -18 pressure plate attaching holes on a 12 3/8" bolt circle.
Was the first starter whining, and now the replacement is too?
Could just be a bad starter. The term "rebuilt" is a misnomer with the only parts usually replaced are the brush set and two bearings.
Most of the rebuilt starters sold today use CHINESE made bearings, which aren't worth a damn.
