I found an excursion with an r-title (repaired title), and the price seems high. The guy is asking the same as most other excursions with good titles. I was wondering what the value of this truck should be. It was a theft recovery not collision. I have seen values range from 60-80 percent of true market value.

I think we'd need a little more in the way of details: year, drivetrain, condition, etc, as well as the extent of the damage that was repaired, and how well it was repaired.
With the number of these trucks being dumped on the market right now, though, and for the prices they're going begging at, I would hold out for an unsalvaged truck unless this was an excellent repair of minor damage and it cost 40% of what a good-condition one would get.
There was no damage to the truck, just a stolen vehicle that was recovered. I haven't got a carfax on it yet. The guy selling it said the only work needed done was the ball joints, which was unrelated to the theft. Its an 03 EB 4x4 diesel with 100,000.
